A rogue CIA agent blackmails scientists into developing embryos with accelerated growth, she then forces a grieving scientist into growing the enhanced embryos in a surrogates womb, after birth, the scientist is forced to train them in martial arts, foreign language and guerrilla warfare techniques. After training they are sent off to tag terrorists children, so that the 'CIA agent' can hunt their parents.
